FOR BIDS
City of Natchez,
Mississippi
Citywide Water
Improvement Project
CDBG Public Facilities, #1102-18-272-PF-01
SRF Project # DWI-L010002-01

Separate Sealed Bids for the Construction of Natchez CDBG-SRF Citywide Water Improvements Project will be received by the City of Natchez and NATCHEZ WATER WORKS, herein called the “OWNER,” at the Natchez City Hall, 124 South Pearl Street, Natchez, Mississippi 39120 in the City Clerk’s Office until 10:00 A.M. local time Thursday, October 10, 2019 and then at said office publicly opened and read aloud.

This project is being partially funded by the Mississippi Development Authority, Community Services Division and is subject to the rules and regulations of the Housing and Community Development Act of 1974 and all amendments thereof. Neither the United States nor any departments, agencies, or employees is or will be a part of this “Advertisement for Bidders” or any resulting contract.

This contract is funded in whole or in part by funds from the Consolidated Appropriations Act of 2014 (H.R. 3547); therefore, this project must comply with the American Iron and Steel requirements of the Act.

Any contract or contracts awarded under this invitation for bids are expected to be funded in whole or in part by anticipated funds from the Drinking Water Systems Improvements Revolving Loan Fund (DWSIRLF) Loan Program from the State of Mississippi. Neither the State of Mississippi, the Local Governments and Rural Water Systems Improvements Board, not any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annoted, as they apply to local governments, in accordance with Appendix D of the DWSIRLF Program Regulations.

SCOPE OF THE WORK: Includes making improvements at the Brenham Avenue Pumping Plant, the Cedar Lane Pumping Plant, wells along Morgantown Road, and installing approximately 18,300 linear feet of 8” - 10” new water mains along Government Fleet Road, Providence Road, Lewis Drive and in the Adams County Port area.

The above general outline of features does not in any way limit the responsibility of the Contractor to perform all work and furnish all plant, labor, equipment and materials as required by the specifications and the drawings referred to herein.

Contract time shall be 270 consecutive calendar days from the effective date shown on the Notice to Proceed. Liquidated damages will be assessed $300 for each consecutive calendar day beyond the specified contract time.

DAVIS BACON ACT: The contractor shall pay labor rates set forth by “wage rates” as mandated by the U.S. Department of Labor.

Bidder must be qualified under Mississippi Law and shall show current Certificate of Responsibility Number issued by the Mississippi State Board of Public Contractors establishing his classification as to the value and type of construction on which he is authorized to bid.

Each bidder shall write his Certificate of Responsibility Number on the outside of the sealed envelope containing his bid.

Proposals shall be submitted in duplicate, sealed and deposited with the City of Natchez, Mississippi prior to the hour and date herein before designated.

No bidder may withdraw his bid within 90 after the actual date of the opening thereof.

Each Bidder must submit with his proposal a separate attachment stating his qualifications to perform the work. The Statement of Qualifications shall list past projects of similar size and nature, a list of references with name and telephone number, a list of key personnel who will perform the work, and other information supporting the Bidders qualifications.

Bids for this work will be accepted only under the name of the BIDDER to whom the contract documents and addenda, if any, have been issued by the ENGINEER.

Bids received by BIDDERS to whom the contract documents were not issued by the ENGINEER, will be returned unopened.

A pre-bid meeting will be held at 9:30 A.M. on Tuesday, October 1, 2019 at the City Hall, 124 South Pearl St, Natchez, MS 39121 to both discuss the Section 3 requirements of the Contractor and outline Contractor’s action steps during the bidding process to comply with current CDBG and SRF requirements. SECTION 3: This is a Section 3 covered activity as defined by the Dept. of Housing and Urban Development Act of 1968 (12 U.S.C. 1701u). Contractors and subcontractors are encouraged to provide, to the greatest extent feasible, training, employment, and contracting opportunities generated by the expenditure of this assistance to low-and very low-income persons and business concerns owned by low-and very low-income persons, or which employ low-and very low-income persons. Preference can be given to businesses that comply with Section 3. Minority and women’s business enterprises are solicited to bid on this contract as prime contractors and are encouraged to make inquiries regarding potential subcontracting opportunities and equipment, material and/or supply needs.Awarding public contracts to non-resident Bidders will be on the same basis as the non-resident Bidder’s state awards contracts to Mississippi Contractors bidding under similar circumstances. In order to ensure that Mississippi’s so-called Golden Rule is followed state law requires a non-resident bidder to attach to his bid a copy of his resident state’s current laws pertaining to such state’s treatment of non-resident contractors.

Each Bidder must deposit with his proposal a Bid Bond or Certified Check in an amount equal to five percent of his bid, payable to the City of Natchez, Mississippi and Natchez Water Works, as bid security.

Any contract or contracts awarded under this invitation for bids are also expected to be funded in whole or in part by anticipated funds from the Water Pollution Control Revolving Loan Fund (WPCRLF) loan program from the State of Mississippi. Neither the State of Mississippi, the Commission on Environmental Quality nor any of their employees is or will be a party to this invitation for bids or any resulting or related contracts. This procurement will be subject to all applicable sections of the Mississippi Code of 1972, Annotated.
